POLICY
RESOLUTIONS SUBMITTED TO THE LIBERAL PARTY OF
CANADA (ONTARIO) BY THE SCARBOROUGH-ROUGE RIVER
FEDERAL LIBERAL ASSOCIATION
1. Portable Health Care in Canada
WHEREAS the aim of the CANADA
HEALTH ACT is to ensure that all eligible residents
of Canada have reasonable access to medically
necessary insured services on a prepaid basis,
without direct charges at the point of services
for such services; WHEREAS the portability criterion
entitles a person to receive necessary services
in relation to an urgent need or emergency when
absent on a temporary basis from their home
province or territory; WHEREAS the portability
criterion requires that insured services for
persons temporarily absent in another province
or territory be paid at the host provinces'
rate; AND WHEREAS First Ministers have agreed
on the following principles in the "10
Year Plan to Strengthen Health Care - September
2004":
- Universality,
accessibility, portability, comprehensiveness,
and public administration;
- Access
to medically necessary health services based
on need, not ability to pay;
- Reforms
focused on the needs of patients to ensure
that all Canadians have access to the health
care services they need, when they need them;
- Collaboration
between governments, working together in common
purpose to meet the evolving health care needs
of Canadians.
BE IT RESOLVED
THAT the Canadian government ensure compliance
and co-operation between provinces and territories,
so that eligible residents are not required
to pay for medically necessary insured services
in relation to urgent needs or emergencies while
temporarily absent in another province or territory.
2. Affordability of
Post-secondary Education and Reducing Student
Debt
WHEREAS post-secondary education
provides young Canadians with the knowledge
and skills necessary to be successful in the
emerging global economy;
WHEREAS studies have shown that
post-secondary education has a positive impact
on earning capacity and increasing an individual’s
standard of living;
WHEREAS the current levels of
tuition have led to increased student debt levels
and has drastically lessened the affordability
of post-secondary education; AND
WHEREAS the Canadian government
has a leadership role to play in addressing
rising student debt loads with a view to reducing
the debt-burden and encouraging young Canadians
to pursue post-secondary education.
BE IT RESOLVED THAT the Canadian
government continue to make the affordability
of post-secondary education an issue of national
importance and to consider innovative ways to
make necessary monies available to students,
such as providing grants and bursaries to all
students qualified to enrol in post-secondary
education, with a view to reducing and eliminating
student debt loads.
3. National Standards
for Professional Qualifications
WHEREAS licensing and qualifying
requirements for professionals vary among Canadian
provinces and territories;
WHEREAS the presence of varying
professional licensing and qualifying regulations
acts as a non-tariff barrier to the free flow
of professionals between provinces and territories
since professionals qualified in one province
or territory must obtain new qualifications
upon relocation;
WHEREAS Canada does not currently
have a system of national licensing standards
for professional qualifications; AND
WHEREAS a system of national
standards would increase the international competitiveness
of Canadian professionals.
BE IT RESOLVED THAT the Canadian
government formulate a system of nationally
recommended professional licensing standards
for adoption by provinces and territories in
order to allow for greater intra-provincial
and intra-territorial mobility of professionals.
